Oil and gas workers warn that bypassing lawmakers could threaten sector stability, investment, and jobs.
The Petroleum and Natural Gas Senior Staff Association of Nigeria (PENGASSAN) has called on the government to submit proposed changes under Executive Order 9 to the National Assembly for proper legislative review.
President Festus Osifo said the Feb. 13 order, which mandates that all petroleum revenues flow directly into the Federation Account, risks undermining the Petroleum Industry Act (PIA) and could destabilize the sector, affect worker welfare, and scare away investors.
“Amending critical industry laws via executive orders, rather than through Parliament, undermines transparency, confidence, and long-term sustainability,” Osifo noted.
PENGASSAN will continue engaging with government officials and the Presidential Implementation Committee to address concerns and seek dialogue-based solutions.
