Shocking wake-up call: Not a single federal ministry or agency nailed full ethics compliance in 2025—leaving massive gaps for corruption to sneak in!
ICPC Chairman Dr. Musa Aliyu (via rep Olusegun Adigun) unveiled the 7th annual Ethics and Integrity Compliance Scorecard (EICS) Tuesday in Abuja, grading 357 MDAs (344 fully assessed). Zeros for full compliance; just 13.95% hit “substantial,” 38.37% partial, 40.99% poor. Worst: 13 non-responders (3.64%) flagged high-risk. Many lack core values, gift policies, strategic plans (102 missing), or monitoring (154 gaps).
The Anti-Corruption Transparency Units (ACTUs) fared badly too—only 12.31% “Very Effective,” 30.97% “Effective,” but 52.99% “Ineffective” and 3.73% “Dormant.” Weak systems, poor whistleblowing, skimpy training fuel the mess, ICPC warns. Still, financial management improved—progress amid pain.
ICPC vows tougher enforcement, MDA fixes, and culture shifts for transparency. “We’re building accountable public service for Nigeria’s growth,” Aliyu pledged.
