The Federal Capital Territory Administration (FCTA) will begin enforcement actions against defaulters of Ground Rent, Land Use Change/Conversion fees, and Right of Occupancy (R-of-O) and Certificate of Occupancy (C-of-O) bills starting November 26, 2025. Senior Special Assistant to the FCT Minister, Lere Olayinka, announced that this move follows the expiry of multiple grace periods granted to defaulters, including a 14-day extension provided after President Bola Tinubu’s intervention.
The enforcement will also target property purchasers who have yet to complete mandatory registration processes, including obtaining the Minister’s Consent and registering their Deeds of Assignment. Previous public notices gave defaulters time to settle penalty fees and violations, but with deadlines passed, the FCTA is now set to act decisively to uphold property laws within the federal capital.
The administration aims to ensure compliance and protect revenue, emphasizing a no-turning-back approach to non-compliance.
