On Monday, the UN Security Council passed Resolution 2803 (2025), endorsing a peace plan for Gaza proposed by US President Donald Trump, along with a temporary international force to stabilize the enclave after two years of conflict. The resolution received 13 votes in favor, with China and Russia abstaining.
The resolution supports the Comprehensive Plan announced by Trump on September 29, whose first phase triggered a ceasefire between Hamas and Israel shortly after. It also welcomes the creation of a Board of Peace (BoP), serving as a transitional administration in Gaza to oversee reconstruction.
The BoP is authorized to establish an International Stabilisation Force (ISF) operating under unified command, with troop contributions coordinated closely with Egypt and Israel.
US Ambassador Mike Waltz hailed the move as a major step toward a stable and prosperous Gaza, providing security for Israel and safeguarding Palestinian civilians. He explained that the ISF’s role includes stabilizing security, supporting Gaza’s demilitarization, dismantling terrorist networks, decommissioning weapons, and protecting civilians.
Algerian Ambassador Amar Bendjama praised President Trump’s peace efforts but warned lasting peace depends on justice for Palestinians and the establishment of their independent state. He noted broad support for the resolution from Arab and Muslim countries, with the Palestinian Authority publicly welcoming it.
Russia abstained, voicing concerns through Ambassador Vasily Nebenzya, who criticized the resolution for endorsing a US initiative without clear details on the Board of Peace and ISF’s functioning. He expressed reservations about handing full control of Gaza to these bodies without transparency.
