Following nationwide concerns, President Bola Tinubu has directed a thorough review of the federal pardon list, removing individuals convicted of serious crimes like kidnapping, drug trafficking, human trafficking, illegal arms possession, and fraud. The decision came after consultations with the Council of State and public feedback.
Presidential spokesperson Bayo Onanuga explained that the review was guided by justice principles balancing the accused, victims, and the state. Some previously pardoned persons had their sentences commuted instead.
To improve transparency and compliance, Tinubu relocated the Prerogative of Mercy secretariat from the Ministry of Special Duties to the Ministry of Justice. The Attorney-General has been instructed to issue new guidelines requiring mandatory consultations with prosecuting agencies, ensuring only qualified individuals receive future pardons.
The revised list has been sent to the Nigerian Correctional Service for implementation. Tinubu emphasized sensitivity toward victims, support for law enforcement morale, and adherence to Nigeria’s bilateral obligations.
