The National Board for Technical Education (NBTE) has issued a stern warning to all professional and examination bodies across Nigeria to stop the illegal issuance of National Diploma (ND) and Higher National Diploma (HND) certificates. Executive Secretary of NBTE, Prof. Idris Bugaje, raised concerns over several bodies claiming to design, conduct, and award these certificates without legal authorization.
NBTE clarified that it is the sole legal authority under the Federal Government Decree No. 9 of 1977 (as amended by Act 16 of 1985) to approve, accredit, and regulate all ND and HND programmes. Only accredited Technical and Vocational Education and Training (TVET) institutions, including polytechnics and specialized colleges, are permitted to run these programmes.
The board emphasized it will take firm legal and regulatory action against any organization found engaging in such illegal practices. NBTE urged stakeholders and the public to comply strictly with established education regulations to protect the integrity of technical education in Nigeria.
